As you enter the room you see the headmistress standing in front  and several instruments scattered around the room. When she see's you entering she smiles "Welcome!, if you haven't already noticed we are now starting a band at Hogwarts! In the band there will be several positions that you can participate in! If you would like to become a part of the band then fill out on the table beside you and you will be informed if you have gotten that position! Good Luck!" Then she disappeared and left you to do as you pleased.
